Civil Engineer I (Water Division) – (250000FU)

Description

Incumbents in this position provide professional civil engineering services through field inspections and monitoring construction projects to ensure compliance with local, state and federal regulations. Duties include resolving technical design and construction problems; performing site surveys and preparing engineering studies, cost estimates and requisitions for materials and equipment.

Essential Functions and Responsibilities:

  • Manages design and construction of drinking water facilities.
  • Plans/coordinates shutdowns of water mains to accommodate construction projects.
  • Assists in creation of department standard operating procedures.
  • Reviews road and accessibility projects for conflict with existing water systems.
  • Assists in system data collection through use of GPS equipment.
  • Compiles detailed documentation of project records.

  • Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such established criteria to define consequences and develop alternatives.

  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as plans and specifications, proposals, technical operating manuals, statutes, codes, estimates and non-routine correspondence.

  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
  • Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, wetness, humidity, rain, temperature and noise extremes, machinery, electric currents, traffic hazards, toxic agents or pathogenic substances.
  • Physical Requirements: Requires the ability to lift, carry, push and pull objects and materials of moderate weight, twelve (12) to twenty (20) pounds, such as construction equipment. Tasks involve the ability to exert moderate but not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling in order to inspect projects.
  • Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks, such as assessing architectural aspects.

Qualifications

  • A Bachelor’s degree in Civil Engineering or a directly related field.
  • Preferences: Experience in project management and/or construction inspection with a water/wastewater utility.
  • License: Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present license upon request. Veterans Preference Points

City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
